Policy on Exit and Entry to the People’s Republic of China

Foreigners above 16 who stay in China must carry a residence permit issued by the Chinese government. Foreigners who live in China temporarily must go to the local police station to complete a Registration Form of Temporary Residence within 24 hours. Hotels will help their customers to apply for it.

Foreigners who apply for the residence permit or visa must submit their Employment License for Foreigners (their accompanying family members and children needn’t submit it); Residents from Hong Kong, Macau or Taiwan who apply for the temporary residence certificate must submit their Employment Licenses (the deputy general manager or above and their accompanying family members needn’t submit it).


Residence Permit for foreigners (Investors, employees and their accompanying family members)

Documents:
1. Notification Form from an authorized Chinese enterprise or institution (with the official seal);
2. A current valid passport and visa, as well as one copy of each information page;
3. A valid registration form for temporary residence;
4. An Employment License, Foreign Expert Certificate or the permission documents issued by the Provincial Department of Culture and authorized by the Ministry of Culture. The representatives of the resident offices of foreign enterprises need to submit Employment Certificate in Resident Representative Offices of Foreign Enterprises. Their accompanying family members need to submit the original and copies of their relationship certificate (if the relationship certificate is provided by foreign institutions, Chinese documents translated by Chinese translation agencies should be submitted, if necessary);
5. The copies of the business license with annual verification or the copies of registry certificate of Resident Representative Offices of Foreign Enterprises, the certificate of approval from Foreign Economic and Trade Commission and institution code;
6. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it.);
7. Fill completely and correctly in Visa and Residence Permit Application Form;
8. Two recent photos of 35mm x 45mm;
9. Foreigners who have never applied for a residence permit before must go to the office of Bureau of Exit and Entry Administration of Ministry of Public Security to apply for it in person.

Processing Time: 5 working days

Fees: Valid period remaining less than 1 year: 400 yuan; Valid period remaining 1 year to 3 years: 800 yuan; Valid period remaining more than 3 years: 1,000 yuan.


Residence Permit for foreigners (foreign students)

Documents:
1. The Notification with duration of study from the schools or universities;
2. A current valid passport and visa, as well as one copy of each information page;
3. A valid registration form for temporary residence;
4. The letters of Admission and the application form for the Chinese visa for foreign students;
5. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it.);
6. Fill completely and correctly in Visa and Residence Permit Application Form;
7. Two recent photos in 35mm x 45mm;
8. Other documents that the Bureau of Exit and Entry Administration of Ministry of Public Security require to submit;
Notice: Those who carry the “X” Visa issued by Overseas Embassies and Consulates do not need to submit the form JW202.
9. Foreigners who have never applied for residence permits before must go to the office of the Bureau of Exit and Entry Administration of Ministry of Public Security to apply for it in person.

Processing Time: 5 working days

Fees: Valid period remaining less than 1 year: 400 yuan; Valid period remaining 1 year to 3 years: 800 yuan; Valid period remaining more than 3 years: 1,000 yuan.


Residence Permit for foreigners (for those who will maintain their immediate family)

Qualifications: Overseas Chinese aged 18 or above who need to go back China to maintain their parents who are 60 or above and have no children in China.

Documents:
1. Application Form;
2. A current valid passport and visa, as well as one copy of each information page;
3. The valid registration form for temporary residence;
4. The original and copies of the Residential Certificate of Chinese citizens or the residence certificate for a period over 6 months and their ID cards;
5. The original and copies of the notarized certificate of relationship;
6. The original and copies of the notarized certificate to show the dependents have no children in China;
7. The original and copies of the notarized certificate to show the source of income of the applicant and the original and copies of the notarized certificate of building lease or property rights;
Notice: any certificate mentioned above provided by the foreign institution should be authenticated by a local Chinese diplomatic or consular mission. Chinese documents translated by the Chinese translation agencies should be submitted, if necessary.
8. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it.);
9. Fill in completely and correctly the Visa and Residence Permit Application Form;
10. Two recent photos sized 35mm x 45mm;
11. Foreigners who have never applied for residence permits before must go to the Bureau of Exit and Entry Administration of Ministry of Public Security office to apply for it in person.

Processing Time: 5 working days

Fees: Valid period remaining less than 1 year: 400 yuan; Valid period remaining 1 year to 2 years: 800 yuan.


Residence Permit for foreigners (fostered children)

Qualification: Foreign children under 18 fostered by the Chinese of foreign nationality and living in Suzhou.

Documents:
1. Application form;
2. A current valid passport and visa, as well as one copy of each information page and visa page;
3. A valid registration form for temporary residence;
4. The birth certificate of the applicant, and copies of foreign parents’ passports. If both of the parents or one of the parents are Chinese, they should submit their certificate for residence overseas;
5. The letter of attorney from the parents of the applicant (states the attorney fosterer or the legal guardian for children and the length of fosterage);
6. The identification of the fosterer or the legal guardian and the written promise authenticated by the notary organs. (Stating that the guardians have been entrusted by the parents of the children to raise and guard the children and promise the foster children will leave on time);
Notice: Any certificate mentioned above provided by the foreign institution should be authenticated by the local Chinese diplomatic or consular mission. Chinese documents translated by the Chinese translation agencies should be submitted, if necessary.
7. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it);
8. Fill in completely and correctly the Visa and Residence Permit Application Form;
9. Two recent photos in 35mm x 45mm;

Residence Permit for Foreigners (Overseas Chinese who have bought property)

Qualifications: The overseas Chinese who are 60 or above and have bought property in Suzhou, as well as their spouses and children under 18 years old.

Documents:
1. Application form;
2. A current valid passport and visa, as well as one copy of each information page and visa page;
3. A valid registration form for temporary residence;
4. The original and copies of the certificate of property;
5. The original and copies of a certificate to show the source of income (bank draft, passbook and cards) or the notarized certificate of affidavit support or self-affidavit support;
6. The spouses need to submit the original and copies of their marriage certificate; the children need to submit the original and copies of the birth certificate or the certificate of relationship;
Notice: Any certificate mentioned above provided by the foreign institution should be authenticated by the local Chinese diplomatic or consular mission. Chinese documents translated by the Chinese translation agencies should be submitted, if necessary.
7. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it);

Residence Permit for Foreigners (for those who come to live with their immediate family)

Qualifications: Foreigners aged 60 or above who have no immediate family overseas and come to China to live with their immediate family.

Documents:
1. Application form;
2. A current valid passport and visa, as well as one copy of each information page and visa page;
3. The valid registration form for temporary residence;
4. The original and copies of Residential Certificate of Chinese citizens who will live with their foreign relatives or Permanent Residence for Aliens;
5. The original and copies of the notarized certificate of relationship;
6. The original and copies of the notarized certificate to show the applicant has no immediate family overseas;
7. The original and copies of the notarized certificate to show the source of income of the applicant or the certificate of affidavit supports of people who are relied on;
8. The original and copies of the notarized certificate of building lease or property rights;
Notice: any certificate mentioned above provided by the foreign institution should be authenticated by local Chinese diplomatic or consular mission. Chinese documents translated by the Chinese translation agencies should be submitted, if necessary.

Residence Permit for Foreigners (for those who visit immediate family)

Qualifications: The foreign spouses and children under 18 of Chinese citizens or foreigners who have the Permanent Residence in China.

Documents:
1. Application form;
2. A current valid passport and visa, as well as one copy of each information page and visa page;
3. The valid registration form for temporary residence;
4. The related documents of the relatives who will be visited:
    a.) To visit the Chinese citizens in the Chinese mainland, please submit the original and copies of the Residential Certificate of Chinese citizens and ID cards, as well as residence certificates for a period over 6 months;
    b.) To visit overseas Chinese or residents from Hong Kong, Macau and Taiwan, please submit the original and copies of the Identifications and the residence certificate for a period over 6 months;
    c.) To visit foreigners who have Permanent Residence in China, please submit the original and copies of Permanent Residence of their relatives, as well as residence certificate for a period over 6 months;
5. The certificate of relationship with the relatives who will be visited:
    a.) Foreign spouses need to submit the original and copies of their certificate of marriage;
    b.) Foreign parents need to submit the original and copies of the certificate of their relationship;
    c.) Foreign children need to submit the original and copies of their birth certificate and certificate of their relationship.
Notice: any certificate mentioned above provided by the foreign institution should be authenticated by local Chinese diplomatic or consular mission. Chinese documents translated by the Chinese translation agencies should be submitted, if necessary. (Those who cannot provide the translation should be processed as “other visitors.”)
6. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it);
7. Fill in completely and correctly the Visa and Residence Permit Application Form;
8. Two recent photos sized 35mm x 45mm;
9. Other documents that the Bureau of Exit and Entry Administration of Ministry of Public Security require;
10. Foreigners who have never applied for residence permits before must go to the office of Bureau of Exit and Entry Administration of Ministry of Public Security to apply for it in person.

Fees: Valid period remaining less than 1 year: 400 yuan; Valid period remaining 1 year to 2 years: 800 yuan.


2-year Residence Permit for Foreigners

Qualifications:
1. The employees in the company whose registered capital is not less than US$10 million;
2. The deputy general manager or above in the company whose registered capital is not less than US$3 million;
3. The legal representatives or investors of enterprises;
4. The representatives of the resident offices of foreign enterprises in Suzhou;
5. Foreigners who carry the 2-year residence permit for overseas talents in Suzhou;
6. Foreigners who stay in Suzhou for more than 5 years.

Documents:
1. Fill in completely and correctly Visa and Residence Permit Application Form;
2. A Notifications Form from an authorized Chinese enterprise or institution (with the official seal);
3. A current valid passport and visa, as well as one copy of each information page and visa page;
4. The valid registration form for temporary residence;
5. The original and copies of the Employment License and Foreign Expert Certificate (Investors needn’t submit them);
6. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it);
7. The copies of the business license with annual verification or the copies of registry certificate of Resident Representative Offices of Foreign Enterprises, the certificate of approval from Foreign Economic and Trade Commission and institution code;
8. Two recent photos in 35mm x 45mm;
9. Other related documents:
a.) Investors need to submit the certificate of investment;
b.) Representatives of the resident offices of foreign enterprises in Suzhou need to submit the certificate of representatives;
c.) Foreigners who have the residence permit for overseas talents in Suzhou need to submit it;
d.) Those who have stayed in Suzhou for more than 5 years need to provide the certificate for the residence permit in these years.
10. The accompanying family members, such as spouses, parents and children under 18, need to provide the original and copies of certificate of relationship (Chinese documents translated by the Chinese translation agencies should be submitted, if necessary);
11. Other documents that the Bureau of Exit and Entry Administration of Ministry of Public Security require to submit;
Notice: Apart from legal representatives, investors and those who have the residence permit for overseas talents in Suzhou, residence permit for other foreigners could not be longer than their valid period of license or certificate for foreign experts.
12. Foreigners who have never applied for residence permits before must go to the office of Bureau of Exit and Entry Administration of Ministry of Public Security to apply for it in person.

Processing Time: 5 working days

Fees: 800 yuan per person.


3-year Residence Permit for Foreigners

Qualifications:
1. The employees in the company whose registered capital is not less than US$20 million;
2. The deputy general manager or above in the company whose registered capital is not less than US$10 million;
3. The legal representatives or investors of enterprises of the company whose registered capital is not less than US$3 million;
4. The representatives of the resident offices of foreign enterprises in Suzhou;
5. Foreigners who carry the 3-year residence permit for overseas talents in Suzhou.

Documents:
1. Fill in completely and correctly the Visa and Residence Permit Application Form;
2. Notifications Form from an authorized Chinese enterprise or institution (with the official seal);
3. The current valid passport and visa, as well as one copy of each information page and visa page;
4. The valid registration form for temporary residence;
5. The original and copies of Employment License and Foreign Expert Certificate (Investors needn’t submit them);
6. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it);

Notice: Apart from legal representatives, investors, chief representatives and those who have the residence permit for overseas talents in Suzhou, residence permit for other foreigners could not be longer than their valid period of their employment license or certificate for foreign experts.
12. Foreigners who have never applied for residence permits before must go to the office of Bureau of Exit and Entry Administration of Ministry of Public Security to apply for it in person.

Processing Time: 5 working days

Fees: 1,000 yuan per person for 3 years.


4-year Residence Permit for Foreigners

Qualifications:
1. The deputy general manager or above in the company whose registered capital is not less than US$20 million;
2. The legal representatives or investors of enterprises of the company whose registered capital is not less than US$10 million;
3. Foreigners who carry the 4-year residence permit for overseas talents in Suzhou;
4. Foreigners who have been awarded a “Friend of Suzhou;”
5. Foreigners who have been awarded as a “Talent” by authorities of district or countries.

Documents:
1. Fill in completely and correctly the Visa and Residence Permit Application Form;
2. Notifications Form from an authorized Chinese enterprise or institution (with the official seal);
3. The current valid passport and visa, as well as one copy of each information page and visa page;
4. The valid registration form for temporary residence;
5. The original and copies of Employment License and Foreign Expert Certificate (Investors needn’t submit them);
6. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it);

Fees: 1,000 yuan per person.


5-year Residence Permit for Foreigners

Qualifications:
1. The deputy general manager or above in the company whose registered capital is not less than US$30 million;
2. The legal representatives or investors of enterprises of the company whose registered capital is not less than US$20 million;
3. Foreigners who carry a 5-year residence permit for overseas talents in Suzhou;
4. Foreigners who have been awarded “Honorable Citizen” by government of Suzhou;
5. Foreigners who have been awarded as a “Talent” by authorities of cities;
6. Senior consultants invited by provincial or ministerial organs and high quality management personnel who are in charge of high tech cooperation projects, major projects and talent exchange projects signed by Chinese government and foreign countries;
7. Foreigners who have made great contributions to the Chinese government or society and foreigners who perform voluntary agreements between governments;
8. Academic leaders and research pioneers employed by State or provincial research institutions and the key institutions of higher learning, as well as the associate professors, associate research fellows and those academic or research leaders who enjoy the same treatment.
9. Overseas Chinese who have been awarded the international awards of science or other outstanding overseas Chinese.

Documents:
1. Fill in completely and correctly the Visa and Residence Permit Application Form;
2. Notifications Form from an authorized Chinese enterprise or institution (with the official seal);
3. The current valid passport and visa, as well as one copy of each information page and visa page;
4. The valid registration form for temporary residence;
5. The original and copies of Employment License and Foreign Expert Certificate (Investors needn’t submit them);
6. Health certificates issued by the health and quarantine organ (Applicants under 18 needn’t submit it);
